Civs whose uniques are geared toward warmongering will tend to stay that way, and civs whose uniques favour turtling will usually continue to do so. You're basically disabling part of a civ's uniques, Disabling start bias might be favorable if you're Sweden or Russia (they have tundra biases). The balanced setting would provide everyone an equal start, standard utilizes start biases. Hiawatha is an amazing AI not for his Uniques (which overall suck), but because he is very expansive, a talent that the AI bonuses really help. Like Gandhi has nukehappy..? If all AI Traits are equal and that a particular civ is best when a certain mix is used I would say yes, Random Personalities is best for the AI. Basically, you need to defeat every other civilization on the map, while capturing their capital cities, in order to get a domination victory. There are some cases where I feel the civ would be outright silly to play as without the starting bias - landlocked Carthage and Venice, for example. The addition of urban sprawl, which now makes buildings and wonders take up tiles on the map, has completely changed the puzzle of laying out your cities. The lower the number (T1) the higher the priority is given to that spawn. Like russia and tundra. Rather than voting on your balance changes, why not take actual game history data and use that to drive your balance changes?
